The smart meter implementation costs have already passed $1 billion, Hudak said.

The Tory leader has said previously he'd allow Ontarians to choose between the meters -- which charge higher electricity rates during weekdays than at night and on weekends -- or paying a flat rate.

London Hydro has installed smart meters at most London homes and the time-of-use rates -- for example, it'll cost less during the "off-peak hours" (after 7 p.m.) -- will take effect in June.

Wednesday, he was flanked in London by one Tory caucus veteran and a newcomer to the party fold: Ernie Hardeman, the long-time Oxford MPP who will seek re-election this fall, and ex-city councillor Cheryl Miller, who will challenge London-Fanshawe Liberal MPP Khalil Ramal.

Only a few months ago, the two were essentially on opposing sides of London's mayoral race, with Miller helping run Joe Fontana's successful campaign and Branscombe an at-times-vocal supporter of incumbent Anne Marie DeCicco-Best.

Miller, for one, says that's water under the political bridge.# K T% e, @; d1 e. |
' k M* B9 i+ y4 R' ^& R"(Our relationship) meshes fine because part of good legislation is not black and white, it's shades of grey," Miller said, adding she and Branscombe have met since both secured Tory nominations.
